Govt Denies GPS-Based Tolling Rollout, Focus Shifts to ANPR-FASTag System
The Ministry of Road Transport and Highways (MoRTH) has officially clarified that the FASTag toll collection system will not be replaced by a satellite-based tolling system starting May 1, 2025. The clarification comes amid widespread media reports suggesting an imminent nationwide rollout of GPS-based tolling.
MoRTH, in its statement, confirmed that neither the Ministry nor the National Highways Authority of India (NHAI) has taken any decision regarding the implementation of satellite tolling at this stage. Instead, the government will continue using the FASTag-based RFID system while exploring improvements through new technology integration.
Key Highlights of the Clarification
The ministry addressed public confusion by issuing a detailed statement to set the record straight.
- No Rollout of Satellite-Based Tolling: MoRTH categorically denied reports about replacing FASTag with a satellite-based toll system from May 1.
- ANPR-FASTag Barrier-less Tolling Introduced: Select toll plazas will see implementation of Automatic Number Plate Recognition (ANPR) integrated with FASTag for seamless tolling.
- No Need to Stop at Toll Booths: Vehicles will be charged through ANPR cameras and RFID readers, removing the need to halt at plazas.
- Non-Compliance Penalties: E-notices will be issued for violators, and continued non-payment may lead to FASTag suspension and VAHAN-linked penalties.
- Pilot Implementation First: NHAI has floated bids for the pilot project, and nationwide rollout will depend on its performance and user response.
Statement from the Ministry
“Some sections of the media have reported that a Satellite-based Tolling System will be launched on 1st May 2025 and will replace the existing FASTag-based toll collection system. This is to clarify that no such decision has been taken,” MoRTH said in its official release.
The Ministry added, “To reduce congestion and enable smoother travel, an ANPR-FASTag-based barrier-less tolling system will be implemented at select toll plazas. This will be reviewed for efficiency and public response before any broader implementation.”
Focus on Technology Integration
The ANPR-FASTag model brings together two advanced technologies:
- Automatic Number Plate Recognition (ANPR): Reads vehicle number plates using high-performance cameras.
- Radio-Frequency Identification (RFID): Existing FASTag infrastructure automatically deducts toll charges from linked accounts.
This hybrid system is aimed at creating a faster, more efficient, and contactless tolling experience across the national highway network.
Delay in GPS-Based Tolling
While GPS-based tolling, which relies on Global Navigation Satellite System (GNSS), has been under discussion as a long-term solution, several challenges have delayed its adoption.
Key reasons include:
- Data Privacy Concerns
- Need for a Fully Operational Indigenous Satellite System
Officials have confirmed that the transition to satellite tolling will only occur once these foundational requirements are adequately met.
Outlook for India’s Toll Collection Future
The government’s latest move reflects a cautious but progressive approach. Instead of hastily shifting to satellite tolling, MoRTH aims to modernize existing systems using scalable and proven technology.
The ANPR-FASTag tolling is part of a broader push towards smart infrastructure, reducing human intervention, minimizing error, and ensuring a smoother, cashless experience for road users.
The FASTag system remains valid, and motorists are advised to continue using it as per existing protocols.
