All India Permit for Commercial Vehicle: What Is It and How to Apply in 2025

If you run a transport business or use vehicles for goods or passenger movement, understanding the All India Permit for commercial vehicle is very important. Among various permits, the All India Permit, also known as a National Permit, is the most essential for interstate operations. This blog explains what it is, how to apply for it in 2025, and all important details like all India permit tax, documents required, and permit fees.

What Is an All India Permit?

An All India Permit, also called a National Permit, allows commercial vehicles to operate across multiple states in India without needing individual permits for each one. It applies to trucks, autos, tempos, buses, and other transport vehicles.

As per Rule 86 and 87 of the Central Motor Vehicles Rules, 1989, this permit is issued for a minimum of four states, including the home state. It is a must-have for logistics companies and long-route transporters.

Types of Permits for Goods Vehicles

  1. Goods Carrier Permit (Within State)

This permit is valid within one state. It is granted under Section 79 of the Motor Vehicles Act, 1988. Vehicles with this permit cannot operate across state borders.

  1. Counter Signatures for Goods Carrier Permit

This is needed when a vehicle operates in a different state. However, some restrictions apply. For example, the Delhi Government restricts approval for vehicles under 7500 kg unless they use clean fuel.

Earlier used Harley-Davidson engines. Now replaced by 9-seater vehicles operating on specific routes.

  1. Eco-Friendly Sewa

Issued for electric three-wheelers that carry up to 10 passengers.

  1. Contract Carriage Bus Permits

Permits granted under Section 74 for buses operated under contract. Operators must maintain a passenger list.

  1. Stage Carriage Permits

Issued under Section 72 for buses running regular routes. Sample fare:

  • Up to 4 km: ₹2
